:At some point I read that users have the right to delete any anti-spam or vandalism warnings from their own talk pages.  I just tried to search mediawiki, and cannot find the information now... very frustrating.  However, I had been operating under that assumption, that vandals can blank their talk pages whenever they choose to do so.  I will continue to look for the source of that rule.  In the meantime, it remains an exception to the "don't delete discussions" rule.

:A new user embarrassed about their lack of mediawiki knowledge and who is not currently creating spam or vandalism can delete any warnings I place on their talk page, if they so choose.  They may someday come back as good editors, who knows.
